Among the various weapons of RAGE 2, the Pulse Cannon is one of the most devastating. It will not be available immediately but, like the rest of the arsenal, it can be acquired by completing certain missions or by finding the various Arks hidden in the game world.
If you are well advanced in your game of RAGE 2 on PC, Xbox One or PlayStation 4 you may have discovered various Arks thanks to the NPCs but not the one where the Pulse Cannon is hidden.
This important Ark is located in the region west of Vineland across the Sea of Dunes, as evidenced by the map detail below:
The Pulse Cannon is located in the Ark of the Shroud Vault but will not be immediately accessible: as soon as you try to enter you will receive an error message.
To unlock the door you will have to complete two sub-quests by destroying the reactors located in the Alpha and Bravo Underground Stations which will be highlighted on the map (luckily they will not be too far from the Ark).

Once you have completed these sub-quests you can return to the Ark where, thanks to the access acquired, you will find the coveted Pulse Cannon waiting for you.
