You can find blacksmiths in almost every major city in Diablo Immortal. It is important to know, however, that not all services are provided by every locksmith in the game. Some locksmiths provide some of the services while others provide several.
For example, Korrin, the blacksmith of Wortham, and Ivor, the blacksmith of Elder Rifts, allow you to recover equipment. Other blacksmiths in other locations may not allow you to retrieve equipment, but they may allow you to transfer ranks, upgrade armor, or reforge your items, such as Charsi.
You can find Locksmiths mainly in:
- Wortham - Korrin
- Elder Rifts – Ivor
- Westmarch - Charsi

The Upgrade Items service can upgrade any piece of equipment you want. Upgrading equipment means that you will be able to add buffs to it and increase its stats or damage. You need scrap materials to upgrade pieces of equipment.
Riforgia
The Reforged service can be used to restore any bonus attribute / statistic on pieces of your primary gear. This service, however, can only be used for standard equipment rarities, not legendary ones.
